Permit applications

3835 GILMAN AVE. W. (3017212) for a Land Use Application to allow one three-story rowhouse structure containing four residential units in an environmentally critical area. Surface parking for four vehicles to be provided. Existing structure to be removed. Review includes future unit-lot subdivision. The following approval is required: SEPA environmental determination. (This project is subject to the Optional DNS Process (WAC 197-11-355) and Early DNS Process (SMC 25.05.355). This comment period may be the only opportunity to comment on the environmental impacts of this proposal.) Building and demolition permits may be needed but were not included in this application. Written comments accepted through July 14.

2001 W. GARFIELD ST. (3017290) for a Shoreline Substantial Development application to allow five new floats and 10 steel piles to support new moorage for emergency response fire and rescue boats to accommodate and relocate Seattle Fire Department, Station No. 5. Access to the fireboat moorage will be provided by a gangway. Project includes three modular structures for crew and equipment. Review includes shoreline restoration and improvements. The following approvals are required: Shoreline Substantial Development to allow a public facility in the UI Shoreline environment; SEPA environmental determination. (This project is subject to the Optional DNS Process (WAC 197-11-355) and Early DNS Process (SMC 25.05.355). This comment period may be the only opportunity to comment on the environmental impacts of this proposal.) Building permit may be needed but was not included in this application. Written comments accepted through Aug. 1. 

Proposed amendments

The Department of Planning and Development (DPD) is proposing to amend the Land Use Code (SMC Title 23) to establish a new permit process, Major Planned Development, for large-scale, complex developments that may be constructed in phases. The proposal would apply within the Industrial Commercial Zone in the Ballard-Interbay-North End Manufacturing/Industrial Center.

DPD has determined that the amendment described above will not have a significant adverse environmental impact and has issued a Determination of Non-Significance (no Environmental Impact Statement required).

Comments regarding this DNS or potential environmental impacts may be submitted through July 14, 2014, to City of Seattle, DPD, Attn: David W. Goldberg, P.O. Box 34019, Seattle, WA 98124-4019; or via email DavidW.Goldberg@seattle.gov.

Appeals of the decision to issue a Determination of Non-Significance (DNS) must be submitted to the Office of the Hearing Examiner by 5 p.m. July 21, 2014. Appeals should be addressed to the Hearing Examiner and must be accompanied by a $50 filing fee in a check payable to the City of Seattle. The appeal must be sent to City of Seattle Hearing Examiner, P.O. Box 94729, Seattle, WA 98124-4729.
